Why is the real-user CrUX data not available for a URL or origin?

In some cases, the CrUX data will not be available for the selected URLs or domains. The Page Speed Insights tooltips highlight the reason for this as “The Chrome User Experience Report does not have sufficient real-world speed data for this page”. 

To explain the reason Google has listed certain criteria for the URLs or domains”

  • URL should be public which means the URL should be indexed

  • Have a sufficient number of distinct samples that provide a representative, anonymized view of the performance of the URL or origin (Source - Click here)

Based on the observations we can say that it takes time to produce the CRrUX data for the new domains. Similarly, if a website or page has traffic below a certain threshold then also CrUX data will not be available for the page. What is the threshold number for the traffic is not clear from Google.
